The sanctions were supposed to stop russia from being able to carry out its war, and they didn't do that. The decision not to trigger energy sanctions has also slowed down what sanctions could have achieved in the short term. But that all comes down to the lack of domestic resiliance. Germany is still not ready to face it out as quickly as would ideally be the case. So it's a lot of work that needs to be done. And there is no ideal situation here where you have a symmetrical weapon and you can immediately trigger and cause damage in the shortroom.
