UTXO Discount

There is concern about the UTXO set continuing to expand because that makes nodes less efficient. There's an incentive for wallets to consolidate transactions down into fewer UTXOs over time. Those consolidations can be done in the witness data. And so we're kind of going into the Wild West now where we have this unintended consequence that's being exploited.
