The communists reorganized these territories as a mixed bag. Some were officially subordinate to moscow, others technically sovereign and independent. For lenin and the other members of the inner circle of the russian communist party, making permanent sense of all this seem to point them in one of two directions. It was not for nothing, a very similar question the leaders of the new born united states faced in the 17 eighties after they emerged victorious from their revolution.
