The Importance of Incentives

I think the American people did a profoundly stupid thing with this constitutional amendment that took alcohol off the shelves, but they did it in exactly the right way. Like all human beings, they respond to incentives. It doesn't matter what the law says, what matters is what incentives are in place. And yet we've gotten away from that. I'm not sure that our congressmen even know what the contents of article one section eight are. There's no clear set of boundaries that keeps government in a specific box. It's just loose upon us.
