In big populations, harmful versions of genes will not tend to dominate over time. But in small populations, because you're essentially gambling with a small purse, those deleterious alleles can become fixed just through bad luck. As the population size decreases, random genetic drift becomes a more significant force and the rate of fixation of deleterious mutations increases further reducing population size.
