The chapter mentioned Bitcoin miners being in various locations. My challenge is that even Switzerland has been forced to change its banking, its classical banking reputation and change its laws under pressure from the United States. So I'm not convinced that that geographical distribution is enough if the goal is to create something that is outside of current jurisdiction. If you do have a network then similar to the way that you would use a network to prove geographic distribution you could use a network of statements of non-coversion between people. And this is harder to define but it might involve people who intimately know each other making decisions about whether the behavior of the other person is indicative of coercion or not. There may be fuzzier ways
