The President's Ambition to Strengthen the Electoral Institute
The president's party controls a majority in the Congress, so they're able to push particular initiatives through. They pushed an energy reform that has also been going through the constitutional process. And then this legislation was legislation to change the electoral institute. The president has a personal beef with the electoral institute because he believes he won the 2006 election.
