Most of the major fires ignited by PG&E's power lines have started because it some sort of tree or branch has hit a lower voltage distribution line somewhere. How do you balance the cost discipline and avoid gold plating while also rewarding, very intelligent and necessary maintenance is becoming increasingly consequential? "The company was trying to shift some of those maintenance expenses into the capital budget," he says.
