Avianca and Viva Can Merge
Colombian regulators say Avianca and Viva can merge. The airline has to assume the liability for making Viva's passengers that had booked tickets and then been stranded whole. They have to provide them a voucher worth 150% of what they paid for their tickets. Or they have to give them a full cash refund for the price of their tickets.
