Why India's Engineers Are the Best Engineers in the World?

I think india's engineers are the best engineers in the world. Unfortunately, they are able to do their best work when they work abroad. So why is it that an engineer who appears incompetent in india suddenly becomes a genius in a different country? Why is it so? It's because of the indian system. The bureaucrats rule over the people. You have thi, dynastic politics and so much more. In diardio, we have a similar budget, but we have 30 thousand employees, out of which there are only five thousand scientists and engineers. And when you don't have sufficient money, how will you do anything? How will you develop anything of any consequence?
