In romans one 16 to two, for instance, the apostle paul declares that the powerful gospel appeal has been sent first to the jew and then to the gentile. So in other words, those who continually suppress the truth by trading it in for lies. They are cut off from further of god's gracious truth. That is an active work of the pressor suppressing takes work. Cornelius didn't have much about the light of revelation because he feared god. He had the old covenant and through whatever he picked up from around him believed in what God was going to do with his people.
