The 10th Amendment and the Importance of State Issues
Article 1, Section 8 says Congress can make any law which may be necessary or proper for carrying out the enumerated powers. The 10th Amendment clearly instructs us that if something's not in Article 1 and it's not necessary and proper, those become state issues. "If you read words for what they mean instead of what you can make them mean, what this really means is we find the authority to establish post offices and post roads," he said.
