Shelby County was preceded by a decision in which Justice Roberts talked about, I think it was called, equal sovereignty doctrine. This was a doctrine that went back to when we were adding new states to the union. He dusted that off in a decision not long before Shelby. And then in Shelby, he said, well, this well established equal sovereignty doctrine means that one set of states can't have different rules than another set of states.
