The Importance of Consent in the First Gulf War
There was some, at least belief, I believe, that the Western powers did not want to go to war with Iraq. There was a very real belief at the time that if the forces had gone any further, then there would have been far greater number of casualties. And so having these young people, very gifted young people dying, and even those relatively small numbers could not be sustained. Nobody really knows to what extent why George Bush Sr. stopped when six weeks into the war they had driven Saddam Hussein out of Kuwait.
