Distributed Resources - How Do We Modernize the Distribution Grid?

The expansion of distributed resources is moving very slowly, as a very minary stage. So part of what the distribution utilities and their regulators need to be asking is how do we start to modernize the distribution grid? The key is having good censor information about what's happening at various places of the grid. And then secondly, if we want to encourage this transition to more decentralized options, recognizing some of that is going to be driven from the bottom up anyway.
