The End of Highly Racially Polarized Voting in Alabama
David Gergen: It's difficult to believe that race neutrality in Alabama is means that 27% of the population is essentially permanently consigned to 14% of the representation. He says there's going to be another group of black candidates who want to compete in those districts where they have 30% representation instead of 56%. "At some point you're not talking about race, you're talking about political and party strategy," he says.
