The garbage itself, you can still decrypt it and then you can check that it is nothing. But there's a difference between something that's encrypted but it's empty. So the function of this garbage in the beginning is just to have this extra space that you could use if you needed for hiding what you're trying to do. And beyond that, you can also you don't have to send everything at once. In the future, you should be able to send 10 bytes and then nothing and then 10bytes and then another 10 bytes so that even the handshake would be broken up into smaller pieces or make part of a bigger piece.
