Real estate agent Dan Bull says the 1031 exchange is hurting neighborhoods. The exchanges generate 7.8 billion in annual state and local and federal taxes, according to an EY report. "It's like everywhere you look, why do we have to retrain them every time? Why do they keep bringing this up?" he asks.
