The Nationalists were trying to make nice with the Taiwanese people by instituting all these measures that offered limited self-government and freedoms up to a certain point. But on the other hand, public enemy number one, as far as the Nationalists,. were concerned, were all those lined up against them who sought independence from the Nationalists. If the KMT was going to be defeated and driven from the mainland, they were going to need Taiwan as a place to regroup in order to turn right around and retake what they had lost.
