As a leader, you can point to those that have the least amount of power who can't really defend themselves and find reasons why they're the problem. So that's what you see internally externally. You might hear people starting to say, like, why are we helping other nations when we've got people suffering here? It's the sentiment that causes you to withdraw and focus inward as you start to see more problems within your own nation.
