What's the State's Response to the Snowden Leaks?

With digital networks and mobile phone commerce, it became possible to scale fast enough and accumulate enough economic weaponry that you could actually outgun the regulatory forces. And that is exactly what happened with Uber. They basically accumulated so much power, so much money so fast, totally outside of institutional legibility. So I think this maps on quite well to what Land is talking about.
