The Problem With Libraries in a Hierarchy

Bilderberg Foundation is just what pops into my head every time. What if we just build libraries in a hierarchy? You have a library for the poor, right? And they can't read anything about collective action. There are different tiers of library like you're describing here that you can get into. My library book only works for tiers one through four. But if you can do if you can gain access to tier seven, that's where the good stuff is. Well, it's like security clearances or something,. It's like access to classified documents.
