Air Traffic Over Tea Cast?
It was not made clear in the description of the system philosophy that tea cast exclusively meant as a last line of defense for the avoidance of collision. The te cast two thousand pilots guide does not state clearly enough that the safe separation accomplished through air traffic control and the task tea cast are two different functions. It is not clear that tea cast is not part of the conceptual design of air traffic control. However, the guide also uses contrary instructions by saying that pilots must not delay in responding to resolution advisories.
