The Complexity of Cable Systems
There are a lot of different people who own the cable systems and it ranges. Governments don't tend to own cables and there's no main global regulator. Nobody really has a full and entire picture of everything that is happening in the industry. It's so kind of complex and layered that it's difficult for one person to see it all.
