i think the main, most important element to figure out is your characters. What they're internally dealing with and their fatal flaw or misbelief,. That's going to tie into your theme. Your theme is the reason you care about the story on a deeper level. And that's where your theme comes in. Of course, it is important to think about geanre when you are first coming up with an idea.
