In 1913, 1914, Istanbul comes to a new agreement with major European powers for a broad program of reform that would be overseen by a Western representative. And it would lead to a degree of autonomous status within Eastern Anatolia or Eastern part of Turkey. This is when we talked about before the lack of representation within the local administration and language and cultural rights. It was sort of a host of things.
