Tosa domain was facing the same problems as pretty much everywhere else in japan. By the mid 18 hundreds, the domains finances were badly out of whack thanks to ever growing expenses and stagnant revenues. samurai outside of the domains elete upper levels were increasingly frustrated by a lack of social mobility or options for advancement. They had power in their own province, but could never aspire to be national political players. But when agines, it's hard to get too upset about being gifted only one province.
