Is It a Maxim or a Cliche?

It doesn't necesarily have to be a maxim or some kind of pithy cliche. Just any two declarative sentences can be put together in some respect, and they gain persuasive power by virtue of being paired together. It becomes anthemime. So maybe using maxims, using cliches, using things from literature is an additional point over and above. But in explaining what anthemim is, he's mostly using things like this.
