Thrissimachus sort of stands in for what Athens has become by the time this dialogue takes place. Pericles himself the great Athenian states been told that what you hold is in fact a tyranny over other cities perhaps it was wrong to take it but no matter it's unsafe to let it go at this juncture so you just have to figure out how to rule others tyrannically and accept that.
