Why Isn't There a Lottery?
Gambling is a powerful, addictive of corce in a civilization. And anybody who doesn't understand it is taking on defects he shouldn't have. The devisers of these modern machines and techniques know a lot of things that skenner didn't know. For instance, a lottery where you get your number by lot and then somebody draws a number by lot, it gets lousy play. You get a lottery where people got to pick their number, get big play.
