What Are the Main Problems in Jagada?

The government is trying to improve the situation in jagada. It's been rolling out a couple of new mass transit systems, including an underground railway and expanding the existing rail network. Urban generation projects are also on going, including a plan to increase the amount of green space. The most ambitious project so far is a plan to construct a series of giant sea walls at a cost of an estimated forty billion us.
