What's Changed?

Vladimir putin held an emergency meeting of the national security council in moscow. He called upon each official to put forward their view of what should be done. The spy chief himself actually said, i think these should become russian republics. Was quickly corrected by puton who said, that's not what we're here to discuss. We're discussing the independence of these republics. However, it wasn't untill later this evening that putin took to the air waves in russia and delivered an extraordinary address which ended up with him announcing those two areas as independent republics despite them being part of ukraine.
