Hooloo only allows four location changes to your account, a once every 90 days. Our work around is to just air play from the ipad to the apple t v because the hoolu mobilaps don't have the same location restrictions. You could clamp down on on travel on mobile devices too if you really wanted to, but you're just going to make your legitimate customers angry.
