Is the Hair of Barbies Made Out of Polyvinyl Adine Chloride?
The hair of Barbies is not made out of human hair or even keratin. It's made out of polyvinyl adine chloride, which is PVDC. Quats or quaternized compounds are positively charged and they stick to the damaged negatively charged hair on head. The polymer itself has a dielectric constant. So would attract some quads.
