The Role of Physical Presence in Overseas Harassment and Intimidation

There's no evidence to suggest that these sites are used for repression, but they might be harassment actions. Even in the criminal complaint, you see that it says what was present at the, at the, when the FBI raided the site seems to be consistent with helping people apply for driver's license. I think it's fair to say that these are something of a distraction. And essentially any functions that they're playing a role of could be replaced just by a citizen with a cell phone.
