People are more politically empowered even in slums today that they've been able to raise as such moves. So the idea is let's do redevelopment within the site. And this is better than the alternative, but even this has a lot of problems. You're still thinking about slums from a land property rights, titling type of a regime. The idea is access in an entry point.
