Reliability and Web Development - Are They the Same?

responsive wep design and accessibility are two different things that you need to considernd have in the back of your mind. I madei a law, my first joy's first law of web development is that there is no such thing as a non responsive web application. A lot of clients say that they don't really need response, if wep design. What would you say to that? i would say, yes.
