People who start Mastodon instances have to agree to this covenant, which involves things like like telling them they can't let stuff like like hate speech on it. But within that those general guidelines, different moderators and instance owners can moderate the way they like. In a lot of ways Mastodon kind of reminds me of the days of bulletin boards, which were run by Sissops. And it's very much the same way with Mastodon. So not only can you create your own Mastodon planet you can create your own universe if you get together with a few other planets that want to just wall themselves off as a separate universe.
