Gavin's Sources: A Different Construction
I think we need to find a different construction of the development from the apostles to the council I don't think Gavin's sources are really let's say the best for doing this. Augustine would recognize that boundary and so in order to develop you need maybe both positive endorsements and then also fathers who are helping set the boundaries between what's idolatry and what's proper image veneration. In second temple Judaism they used images even when they were commemorating the tombs of their dead loved ones.
