The Importance of Asking Questions
In the UK's first climate change risk assessment. The assessment was largely confined to what it called direct risks of climate change. But then almost as an afterthought, there was a study commission looking at things like risks to international peace and security risks to global food security. Those systemic risks are so by their very nature, difficult to assess that they're exactly what scientists will not be willing to speculate about.
