The problem is that in many cases that doesn't work because the overall system is actually not set up to do that so it turns out that if you look at many defense systems or institutions around the world. Security forces have evolved to do very different things right they're there to um call opposition to mobilize people to vote and provide jobs for politically important people. The next question I guess is what can we do what can we as outside states do more in terms of really understanding the politics of the security sector?
