I feel like a lot of this could have been in solved by them not treating a symptomatic cases in the way that they have. I think one of the lessons of the shangkhai lockdowns is that neighborhood committees needed to have a certain amount of discretion because they were basically receiving all the signals. There was also a sense that after the lock downs turned indefinite, there was a shift in power. Bajing had come and the vice premior swinsenlan had ba taken over the management of the city. And as the centre of power shifted to bejing, first of all, things got a lot worse.
