A royal decree is a law, an order, an order which says this must be done or this must not be done. I think that the decree is there must always be six Ravens at the Tower of London. And the reason is, well, because if not, then the Kingdom will fall. But it's just one of those. It's just a fun fact that there always have to be six Ravens.
