Reservations is not an exception to the rule of equality but required by principle of substantive equality, says Professor Deshpande. The question is a level playing field for whom? And here it is in my view, it is a decision for elected governments to take that is do we want to use this fairly blunt tool of reservation in order to alleviate poverty?, he adds.
