Why Compensation Is the Correct Metric, Not Wages
In World War II, the government put a cap on wages. So businesses started offering to pay for workers health insurance because that was getting around the law. Congress then turned around and made the employer paid benefits tax free. And that is why compensation, not wages, is the correct metric.
