The whole idea of the war without hate is a legend that doesn't stand up. The flaw in h to begin with was that, of course, there was a population in the middle east. Even libya, which is a vast desert country, had a civilian population which was deeply affected by the war. And not just the gews. The towns were bombed. They were overrun till brook and bengazi were turned into ruins. So how on earth does this fit into romel's narrative of a war without hate?
