The Human Mind Is Anchoring
The human mind tends to work on stories and on individual cases. And this is at all levels of intelligence. Evidence is much less natural, and you have to be trained to accept evidence as more compelling than individual stories. Another structural problem in government is that you're often not rewarded for gains that you might bring about in another departments gols. Being aware of this bad habit could save governments billions of dollars or pounds.
