Is It a Penalty Under v a R, or Is It Not?

Burnley only scored because of a ship free kick that shouldn't have been given. The problem is, i think it's what they've been told to do as much as anything. You never quite know if something as a penalty, or are they falling back on v a r as something to save them as a safety net. Not that the premier league itself, like everything is a broadcast game now. But everything is given equal waiting, so that there's this hyperanalysis of absolutely everything,. thats used to sort of fill the gap.
