Introduction
Estonia and Russia share a bridge along the Narva River in Northern Europe. The Estonian city of Narva is 85% ethnically Russian, with 35% even being Russian citizens. Life expectancy in Narva is nearly 10 years higher when comparing it to the average in the Piscoth Oblast just across the border from Estonia. But as much as Estonia feels like it should be taking a victory lap, after nearly 30 years of success, things are growing increasingly complicated.
