The State's Perverse Incentive to Crush Cities From Getting More Property Tax
Prop 13 limits the amount of property taxes and then the legislature divvies it up in order to give more property taxes to cities. Cities don't get very much of the property tax, typically about 15%. To give more property tax incentive to cities to build housing, you'd have to take some of that property tax revenue away from schools. The state has a perverse incentive to choke cities from getting more property tax under Prop 13.
